It isn't always that the government attempts to stay out of moral decisions. In Columbia, the government is looking at a planned teenage condom law. Not only would teenagers in the country be forced to use condoms, but the would also be forced to carry them at all times.

This law, which is a consideration of the government, would hopefully help the country to stop pregnancies that are unwanted, and diseases that are transmitted by sexual encounters.

The law, which is currently being proposed by one man, says that in the town of Tulua, anyone who is over the age of 14 should be required to carry a condom with him or her at all times. This would be along the same lines as ID cards. If they aren't carrying one, they could be subject to a fine.

The man proposing the law, Councilor William Pena, says that this law wouldn't be forcing anyone to have sex – it would only be forcing them to protect themselves if they did have sex. However, his opinion isn't the only one out there. Local authorities and priests claim that this law would be the same as selling guns out there in the open.

One of the reasons that this law has been proposed is that last year, the town saw an increase of 50 percent in the number of deaths because of diseases that had been transmitted sexually. The entire population of Columbia is highly sexually active, and Pena claims that the town of Tulua is no exception.

The local priest, however, believes that this is not a good idea. He believes that there should instead be education and a general respect of one's body. He believes that through education and other types of courses, the same effect can be achieved.

The plan, which is so far just an idea, is being received with mixed emotions. Some, like the priest earlier mentioned, feel that this is a moral concept and idea, and therefore should not be legislated. Some believe that cutting back on even one case of a sexually transmitted disease would make the law worth it. However, some of the citizens also feel that the law wouldn't work because forcing a person to carry a condom on them at all times wouldn't necessarily force them to use it during sex.

There are many points that can be argued when it comes to this law that is being proposed. First of all, will carrying condoms encourage more teenagers to become sexually active? Or will there be no change? Will teenagers use them simply because they are carrying them? Or will some refuse to use them simply because they are forced to carry them around every day? All in all, it becomes a question of whether or not, in Columbia, the government can legislate how people should be having sex and when they should, as well as if they should be using protection. All of these factors come into play when discussing this proposed law in Columbia.
